How to Restore Morgott’s Great Rune

You can restore Morgott’s Great Rune at the Divine Tower of East Altus, which is accessible from Leyndell, Royal Capital. You’ll have to defeat the Fell Twins on the bridge that leads to the divine tower in order to access it.
