You can get two in the Northern Snowfield, one drops from Anastasia and one you can get by summoning Latenna in the Apostate church. You can also find 1 in Moghwyn Palace, 2 in Elphael, 1 in Leyndell, Ashen Capital, and 1 in Crumbling Farum Azula.
