Despite this area taking up a lot of space on the map, there is relatively little to do and see here. However, before coming to the ruins, you will want to have visited Count Ymir and exhausted his dialogue at the Cathedral of Manus Metyr. The reason being that this area is mainly used for progressing his questline.

If you continue along the Cerulean Coast‘s shoreline to the east, you’ll eventually come to a large stone coffin that leads up to the Finger Ruins of Rhia. The site of grace can be found by heading past the coffin to the right.
Remembrance Duplication
When you go down the slope from the site of grace, you’ll see a lot of Fingercreepers. Just ride past them, then the path will branch. The way heading upwards to the right, and next to the cliff, leads to a Remembrance Coffin. These sites can be used to duplicate the “Remembrances” that the main bosses drop, allowing you to acquire all of that specific boss’s loot.
Sound Hanging Bell
The next stop is the hanging bell. When you ride down the other path from the site of grace, you’ll start to encounter Lampreys, which are man-serpent enemies that specialize in magic combat. These enemies can be annoying as their spells are designed to knock you off Torrent, and detain / delay you.
The easiest way to deal with this is to simply ride past all these enemies. As you evade them, try to angle your riding path to be diagonal, so that their spells miss you. If you really want to fight them, then summon your spirit ashes because there are a lot of them.
Ride all the way through the rings of fingers, until you reach the smallest ring with an elongated bell hanging in the middle. Dismount from Torrent, then interact with the bell to receive the Crimson Seed Talisman +1, and progress Count Ymir’s questline.
Finger Weaver’s Hovel
You can’t really see it on the map, but from the Finger Ruins of Rhia there is a path / tunnel that leads to the secluded Finger Weaver’s Hovel. To find it, head to the southwest corner of the area (under the Grand Altar of Dragon Communion), and you will find the way.
There are many Fingercreepers along this road, so keep riding past them until you come to the dilapidated abode. Inside the house, there is a ghost you can speak with, and you will find a corpse holding the Finger-Weaver’s Cookbook [1].
Where to Go Next
If you feel like continuing Count Ymir’s quest line, then go back to Cathedral of Manus Metyr and speak to him to receive another map (this one leading to the next finger ruins north of the Shadow Keep). Otherwise, you can keep exploring the Cerulean Coast, or explore the other area connected to Scadu Altus, like Rauh Base or Abyssal Woods.
