Drop from Soldier Nobles that patrol the roads in most areas.

One place you can farm these is in Academy of Raya Lucaria — from the Debate Parlor site of grace, if you go north and outside into the courtyard, up the ruined stairs to the northwest you’ll see another set of stairs in the same direction — guarding those stairs is a Soldier Noble.
