Location

You’ll meet Halsin in the Shattered Sanctum within the Goblin Camp. After freeing him and completing the quest Save the Refugees (by siding with the druids), he’ll agree to accompany you to your camp. However, once there you still won’t be able to officially recruit him. For that, you’ll have to wait until Act 2. Halsin will finally become available as a companion after you’ve completed the quest Lift the Shadow Curse.
