Fish Wraps is a Plains-tier food that boosts your health by 70, stamina by 23, and health regeneration by 4 hp/tick for 25 minutes. You’ll be using a level 4 Cauldron to combine 2 Cooked Fish with 4 Barley Flour to create Fish Wraps.

To cook a single Fish Wrap you will need 2 Cooked Fish, 4 Barley Flour, and a level 4 Cauldron
The basic resources are easy to get, but you’ll need some advanced crafting stations to prepare them into proper ingredients – Food Preparation Table, Artisan Table, and Windmill
Here’s what you’ll need if you’re looking to cook some Fish Wraps:
Cooked Fish is prepared by roasting Raw Fish over a cooking station, and to get Raw Fish, you’ll need to process any fish you find at a Food Preparation Table
Barley Flour is made from Barley that you can grow after first finding it in a Fulling village in the Plains biome
Despite seeming overly complicated, the recipe for Fish Wraps is actually quite simple, as you’ll be setting up most everything you need for it as part of the natural game progression.
Cooked Fish is a Swamp-tier recipe, as it requires the use of the Food Preparation Table (Iron x5, Finewood x20, Leather Scraps x15). But first, you’ll need to actually catch some fish. Any fish will do. You can occasionally find some washed ashore and simply pick it up. But to get a decent amount, you’ll need a Fishing Rod. You buy one from Haldor the Black Forest trader for 350 Coins, along with some bait. Once you have the fish, take it to a Food Preparation Table and turn it into Raw Fish. Then place this Raw Fish on a Cooking Station for 25 seconds to turn it into Cooked Fish.
Before you can make Barley Flour, you will need some Barley. You will first find it growing in Fulling villages in the Plains biome. After you collect some, you’ll be able to start a Barley farm. Barley only grows in the Plains, so setting up a portal there with a farm nearby is a good idea. You’ll farm Barley using the Cultivator tool (Corewood x5, Bronze x5). Unlike Carrots or Turnips, you won’t be juggling seeds here. Simply plant the Barley you have, and when it grows, it will produce 3 Barley per each Barley planted.
With some Barley in your inventory, you’ll want to process it into Barley Flour. To do so, you’ll need to use a Windmill (Stone x20, Wood x30, Iron Nails x30). You can set it up in your main base. To build one you will need an Artisan Table (Wood x10, Dragon Tear x2) nearby. The Dragon Tears needed for the table are dropped by Moder, the Mountain biome boss. To process Barley into flour, simply load up your Windmill with up to 50 Barley and wait for it to do its thing. Then, approach it from the opposite end, and empty it out to get your Barley Flour.
Once you have all the ingredients, you will also need a level 4 Cauldron (Tin x10) to put them all together. This means you’ll need at least 3 Cauldron improvements placed nearby – a Spice Rack (Dandelion x3, Carrot x2, Mushroom x5, Thistle x3, Turnip x3), a Butcher’s Table (Ancient Bark x2, Corewood x4, Finewood x4, Silver x2), and Pots and Pans (Iron x5, Copper x5, Black Metal x5, Finewood x10). When everything is ready, simply combine 2 Cooked Fish and 4 Barley Flour into Fish Wraps.

When you eat Fish Wraps, your health will increase by 70, stamina by 23, and health regeneration by 4 hp/tick for 25 minutes. This can be combined with up to 2 other foods, but you won’t be able to eat more than a single Fish Wrap at a time.
The buff provided by Fish Wraps will initially grant you the listed benefits, but will fade over time. When there’s just 50% left in its duration, or 12.5 minutes, the buff icon will flash and you’ll be able to eat some more Fish Wraps to refresh the effects.
Helpful Tips
While not as strong as Serpent Stew, the resources for Fish Wraps are much easier to obtain, making them a good choice for Plains-tier health-boosting food
Any fish can be turned into Raw Fish at a Food Processing Table, so you won’t need to leave the Meadows biome when looking for that part of the recipe
If you leave Raw Fish on a Cooking Station too long, it will turn into Coal, so don’t forget to pick it up when it’s ready
