At the conclusion of Neve‘s personal questline, culminating in “The Returned Cultist Case,” Neve will need your input on what she should become for the people of Dock Town. When faced with Aelia, she can choose to either find solace in Protecting Dock Town, or in Bringing Dock Town hope.
Note: if you encouraged Neveto side with the Threads during The Cobbled Swan Case by selecting “Deal. Bataris Threatens lives” at the end of the quest, then Neve will make the decision to Protect Dock Town.
The choice you help Nevemake will impact what Veilguard Skill and Legendary Armor she obtains, as well as see Neve commit to changing Dock Town in some fashion. In this guide, we will go over when you will make this choice, and what happens when you do.
When Do You Make the Choice
The choice will appear towards the end of the quest The Returned Cultist Case, which is the final quest in Neve‘s storyline. Just before you fight Aelia (through her Blood Shield), you will enter a cutscene where you’ll be given the options to encourage Neve in her mage duel, either by telling her “You Protect Dock Town” or “You Bring Dock Town Hope.” Whichever option you select will be what will give Neve the strength to overcome Aelia, beginning the boss fight.
Note: if you encouraged Neveto side with the Threads during The Cobbled Swan Case by selecting “Deal. Bataris Threatens lives” at the end of the quest, then Neve will make the decision to Protect Dock Town (using the Threads).
After the boss fight and a cutscene showing the outcome of your decision, the quest will end. Leaving the lighthouse and then returning again will let you speak with Neve in order for her to become a Hero of the Veilguard, and to get a set of legendary armor and Veilguard Skill appropriate to what inspired her in her battle against Aelia.
Results of Your Choice
After talking to Neve after the conclusion of The Returned Cultist Case, Neve will gain a Veilguard Skill and a legendary armor tailored for her. Depending on the choice made in the conflict with Aelia, this Skill and armor will differ:
You Protect Dock Town
By encouraging Neve to be a Protector of Dock Town, she will receive the Threader’s Plates legendary armor and the Winter’s Wrath Veilguard Skill.
The Threader’s Plates are somewhat useful, but isn’t particularly remarkable. While maintaining the increased damage against enemies even after a Detonation is good, Sundered will not last long after the Detonation itself. It might help you finish off some enemies, but isn’t particularly exciting or always useful.
Neve‘s Winter’s Wrath Veilguard Skill can easily turn her into a finisher. With this skill, you can have Neve target enemies will Low Health in order to finish them off, especially if you can guarantee her strike is critical, helping you clear battlefields with greater ease.
As well, Neve’s attitude will become harsher, and she will be friendly with the many Threads throughout Dock Town, who will appear in greater numbers.
You Bring Dock Town Hope
If you tell Neve that she Brings Dock Town Hope, then she will receive the Investigator’s Robes legendary armor and the Cold Justice Veilguard Skill.
The Investigator’s Robes can be incredibly useful in general, and become even better if you are playing with a Cold damage-focused Rook. In any case, the chance to activate Frozen against enemies whose cold resistance you can lower is extremely powerful.
Stacking nicely with the Investigator’s Robes, Neve‘s Cold Justice Veilguard Skill can improve the effectiveness of the Chilled status effect, as well as improving the impact of Frozen whenever it is applied (which will happen more with the Investigator’s Robes).
In addition, Neve’s attitude will be a bit more heroic, and the people of Dock Town will remark on her more when she passes.
